New Mexico offers varmint hunting for non-residents for the price of a small game license. Rabbit, coyote, prairie dog, etc., can all be hunted on the small game license. Also, Montana and Wyoming offers prairie dog hunting to non-resident hunters without a license at all! Go for it!. And good luck! The Rita Blanca Nat'l Grasslands in the Northern panhandle has some areas of prairie dogs. I was there a few weeks ago. The varmints were wary and we couldn't figure out why. No other sign of earlier hunters but the wind was blowing pretty still and the pups were not in evidence. But the animals could be seen, but only from outside shooting distances (at least for our equipment).
